Just a guess, don't know whether you have other intentions:

It appears to me as if the outdated files

  install-tl.exe
  install-tl.zip

could be removed from the repository. They don't get updated because
they have been renamed to

  install-tl-windows.exe
  install-tl-windows.zip

At least there's the imminent risk that someone inadvertently uses an
oldish installer.
