[tex-live] TLWinGoo version

Hi TL'ers

Can anyone explain why the version of TLWinGoo.pm in the windows net installer (install-tl.zip) is newer than the one actually installed via the installer (texlive.infra.xz)?

The one in the installer is from Dec 2012 the one in texlive.infra.xz is from May 2012.

(it is quite likely that the Dec one contains the fix needed for my w32transplant script)
