Becasue the PATH that is used within sudo is not the same as the one
you set. It is predefined.

You have to run
	sudo `which tlmgr` gui
I guess that should work.

I guess from my Debian system that in your
	/etc/sudoers
file there is also a fixed specified PATH
	Defaults        secure_path="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin"
