[tex-live] Impossible to the make TL GUI window short: very annoying!

I've just tested in Win7 and Win XP and it works perfectly. We have now
resizable and scrollable install-tl in gui mode. Many thanks to Norbert.
It will be available tomorrow on tlpretest.
