[tex-live] Windows installer of Tex Live 2012 pretest points still to Tex Live 2011 repository?

After today's release to tlnet a (quite happy) user reported in ctt that
tlmgr upgraded his TL from 11 to 12 (Message-ID:
<4ff949cb$0$6934$e4fe514c at news2.news.xs4all.nl>). He assured that he did
not fiddle with the release date in config files or so. So is this
intended? tlmgr should refuse to upgrade TL11 if it is not safe,
shouldn't it?
