[tex-live] xindy doesn't work on windows

Well echo %TEMP% already gives the short name - so imho perl simply
gets it from windows. I didn't search really thoroughly but got the
impression that when 8.3-file names are enabled then you get them
with echo.

I have a win xp system with in the registry
NtfsDisable8dot3NameCreation set to 0.
