The Inconsolate fonts are available for unmodified TeX Live in the
	inconsolata
package. If Redhat does not provide these fonts, please contact them.

You assume wrongly. There is no such command. But if you can write one
we would be very happy!

Not trivial, best is probably to (following procedure assumes you can
become root)
- get the three files
  http://mirror.ctan.org/systems/texlive/tlnet/archive/inconsolata.tar.xz
  http://mirror.ctan.org/systems/texlive/tlnet/archive/inconsolata.doc.tar.xz
  http://mirror.ctan.org/systems/texlive/tlnet/archive/inconsolata.source.tar.xz
- unpack them into /usr/local/share/texmf (or whatever your TEXMFLOCAL is,
find it with: kpsewhich -var-value TEXMFLOCAL)
- activate the map file: this is Redhat specfic I assume, you need to read
their documentation how to do that. Under normal systems I would say
	updmap-sys --enable Map fi4.map

Best wishes
