Actually, I don't recall anyone really requesting _that_.  But many
wanted the Debian packages to ask the Debian-specific libpaper for the
system paper size and call texconfig paper with that size.  It was me
who rather wanted to extend what pdftex understands instead of
restricting what can be set for the other binaries.

Yes, but it's not a big issue.  Papersizes aren't changed or even added
every other month, and we could re-extract the info when we build the
Debian package.  Then it gets refreshed at least when TeXLive changes
something. 

Moreover, one could also say the design flaw is with config.ps.  While
this is a configuration file, the papersize information is not
configuration, but just data.
