Topic starter (Somwrita Sarkar) said that he uses Windows XP, so he must
set http_proxy and ftp_proxy variables using standard Windows way. I
don't have access to any Windows XP host right now, but IIRC, pressing Win+Break
gives "Computer Properties" window, then tab "Advanced" (here I could be
wrong), then button "Environment variables", section "User variables"
of appeared window. User have to create new vriables: 'http_proxy' and
'ftp_proxy' with apropriate values.

P.S. If on other host TL2010 was installed successfully, then just check
what variables are set there.
