[tex-live] dvisvgm crashed: Windows/TexLive (10 and 11) +babel[russian]

I believe that you can replace the existing dvisvgm.exe
in TL2010 by the latest 1.0.8 in TL2011 pretest, because
necessary libraries are linked statically.
