[tex-live] uninitialized line number in pdfTeX

I also get ./WarningProb.texi:0: Could not find ... on windows.
It seems that line is explicitly initialized to 0 in the tex.web
(and in the pdftex.web) in @<Initialize the input routines@>
so it may be difficult to investigate the cause of the problem.
