   tlmgr option location ftp://ftp.uni-erlangen.de/mirrors/CTAN/systems/texlive/tlnet


The directory 

  ftp://ftp.uni-erlangen.de/mirrors/CTAN/systems/texlive/tlnet/tlpkg

exists and is readable.
