Ok, the net installer runs (from TeXLive::TLWinGoo)

    create_uninstaller($vars{'TEXDIR'}, $vars{'TEXDIRW'},
       $vars{'TEXMFSYSVAR'}, $vars{'TEXMFSYSCONFIG'});

and I assume we can do the same, if we know these four vars, of which I 
assume we can ask tlmgr
