it seems to be messed up completely.

please run tlmgr-update-latest.exe once more, then
	tlmgr --version
(should still be as above)
and then tlmgr update --all

Does that still mention "updates for tlmgr itself are present"?

And if yes, please send the full list of packages being listed!
