[tex-live] Were any binaries updated via tlmgr for TeX Live 2009?

you can check the last change date.

BUt you also have to check if it is a binary file or not.

That does not make a difference. If tlmgr replaces one binary with 
the very same binary (no changes in the bits of the program), it 
still will download the whole package and the size will be shown.
