Thanks for the report. I located the source of problems and will fix
them soon (hopefully today + a couple of days to mirror it). In the
mean time you can do the following:

For texworks make sure that there exists directory:
  kpsewhich -var-value TEXMFCONFIG

For dviout make sure that there exists directory:
  kpsewhich -var-value TEXMFVAR

PS_View can be started for the time being from the command line with
the `psv' command.
