Because thumbpdf uses the plain format
(with default setting \pdfminorversion=5, \pdfobjcompresslevel=2).

Update of thumbpdf 3.11 is on its way, its sets
\pdfobjcompresslevel=0 and \pdfminorversion=4 for its intermediate
pdf file.
