[tex-live] tlmgr gives error message

That tells me that you are not running it from
	bin/XXX-freebsd/tlmgr
but from texmf/scripts/texlive/tlmgr.pl

That does not work, because tlmgr uses SELFAUTOPARENT (../..) to
fined tlpkg. Thus you end up with
	./../../tlpkg
in the search path, which is bad.
