Remember that \paperheight and \paperwidth may (or may not) be used by
LaTeX classes and packages for setting some dimensions. Pdf(la)tex get
the paper size form \pdfpageheight and \pdfpagewidth. If they are not
set, there is some logic how to set them. Dvips and dvipdfm takes the
dimentsions from \special{papersize=...} or from the command line
options. The above mentioned packages take care of setting the paper
dimensions according to the driver.
