[tex-live] mptopdf problem: texmf.cnf not found.

If I try the following on Windows command line
set | grep -i tex
I get

This is exactly what the PATH environment variable on my Windows 7
system is set to.

FYI, the same command under MSYS shell returns

But, I encountered the problem when I was running mptopdf in Windows
command line.
