[tex-live] mktexlsr ignores "rcs" on a Windows 7 machine

Should not such reserved directories simply live outside
of user space ?  For example, if the root of the installation
is D:\TeX\Live\2010, could there not be a directory
D:\TeX\Live\2010\System in which all such files live ?  Since
this would (by definition) not be a branch of the tree
into which arbitrarily named user files would be placed,
would that not be a cleaner and better solution ?

Yes, I don't doubt that you do, Norbert, but with the greatest
respect, you are not a "normal TeX user", nor does the fact
that one person (and I am sure there are more) use such a
feature in any way conflict with my suggestion that the
vast majority of TeX users do not.
