Already reported, hyperref is currently buggy as on CTAN, fix is on the
way.

On occasion I might remind everyone that tlmgr has an option
called autobackup to keep backups of packages. The manpage of tlmgr
gives details ... using that you could go back easily to the previous
version for fixing that.
