  (a) On no particular basis.  We just accept whatever comes.

  (b) It doesn't happen.

  Seriously, (b) has only happened for Mongolian in the Cyrillic script, and
that was before Mojca and I started working on hyph-utf8, so we just took the
duplicates over (originally they were in two different 8-bit encodings, too;
now they're both available in UTF-8 as well as the original encoding).  This is
why there are now two entries for Mongolian in hyphen-mongolian; there really
ought to be merged some day, but I never got to that point.
