Probably nothing -- many of us have problems finding a mirror site
that works reliably during hours when we are using a computer.  Part
of the problem may be traffic shaping which detects "serial downloads".
One solution is to use mirroring tools to create a local copy of the archive
and install from this.  There is just a hint at:

While rsync works well for me from home, at work is it blocked
by the firewall so there I use wget.  If you use wget you may need
to adjust the parameters to work around traffic shaping.  One site (not
CTAN) I use requires a randomized approx 30sec delay between transfers.
Wget supports that (clearly for good reason!).  I find that mirroring works
reliably using N. American servers when scheduled for 1am Eastern time,
but from time to time a server or the network has problems, so you may
need to try several servers and times before you hit the a winning
combination.
