I guess the Debian packages equivs is what you're looking for. It helps you
buold a virtual package that you can install in order to tell APT you already
have everything you need concerning TeX, thanks. I blogged about this, in French
unfortunately, but I suppose you can just read the code and guess the rest.

In addition, Norbert mentionned you should uninstall the collection-texinfo and
use Debian's (or Ubuntu's, in your case) texinfo in order to avoid conflicts.

That's what I did at home, and it works just fine. Don't hesitate to ask for
more details if needed.
