[tex-live] Set PDF file version

Hi,

My pdflatex produces pdf files with version number of 1.5.  For some
reason, I want to change the pdf version number to 1.4.  Because
texlive-2008 does not have a pdftex.cfg file, so I guess I should go
for the pdftexconfig.tex file.  But after opened the file, I don't
know what option I should touch:

\pdfoutput=1
\pdfcompresslevel=9
\pdfdecimaldigits=3
\pdfpagewidth=210 true mm
\pdfpageheight=297 true mm
\pdfhorigin=1 true in
\pdfvorigin=1 true in
\pdfpkresolution=600
\endinput
