[tex-live] Error from tlmgr

I have confirmed it on two Windows XP machines (office and home).
It is still happenning now after running update-tlmgr-r14338.exe.
(although "tlmgr version" still reports r14319).

Thinking it could it be a problem with the location, I tried with
   --location ftp://ftp.cstug.cz/pub/tex/tlnet/
but got the same error.

I also tested in both a 4NT command window and a cmd command window.

Finally I tried the tlmgr --gui, clicked the Update tab, then the
Load button, then selected a package and pressed the "Update selected"
button and got the following more verbose error in my command shell window:

Running the tlmgr gui from the "Start|Programs|Tex Live 2009" menu
(same sequence of steps) simply fails without any messages. It does,
however, manage to show a list of updatable packages.

What else can I try?
