Yeah but it also gives some more explanation, no? About that you might
have to change to network location? That was done to help those having
installed from DVD and never switched to the CTAN network update so that
they know what they have to do.

In the network case this is not necessary, if there is nothing to
update, why should --list or also --all issue something ;-)
