It's not a path issue at all:

kpsewhich --expand-path=\$TEXMFHOME

[nbecker at nbecker5 ~]$ PATH=/usr/share/texlive-2008/bin/x86_64-linux/:$PATH
[nbecker at nbecker5 ~]$ kpsewhich --expand-path=\$TEXMFHOME

[nbecker at nbecker5 ~]$ which kpsewhich
/usr/share/texlive-2008/bin/x86_64-linux/kpsewhich
