Yes, everything is in svn, the normal of texlive. The distinction is
simply that we update on a daily basis "normal" packages to tlnet/2008,
but texlive.infra and bin-texlive packages are updated ONLY on request
to tlnet/2008, but daily to tlcritical.

So what you see in svn is actually in tlcritical. 

The reason is quite simple, tlmgr hacking is a dangerous business, you
don't want to break all installation in one go ;-)
