No, it isn't.  The general idea was that it should not be necessary to
specify any of those filenames.  We didn't realize about the
texmf-config vs. texmf-var confusion.  We're still considering the
various possible changes.

    $ tlmgr generate updmap \
         --localcfg .../texmf-local/web2c/updmap-local.cfg

FWIW, I don't believe that --localcfg option is needed.  There was an
error in the documentation, which stated the --localcfg files were found
under TEXFMFSYSVAR by default.  As far as I can tell, the code always
defaulted to finding them in TEXMFLOCAL (which makes much more sense :).
Please let us know if that's not the case.
