The basics are provided by manyfoot (from NCC tools).  The bigfoot
package builds upon this and offers nested layers (don't know if you
need them) and much better page breaking decisions.  Also the support
for paragraph style footnotes is quite more sophisticated, something
which is often useful in critical editions.
