    I found that with current fmtutil if you duplicate a format definition
    in fmtutil.cnf, fmtutil breaks down with

If I'm understanding correctly ...  why do you need to support duplicate
format definitions?  It seems fundamentally wrong to have such
duplicates.  It would be better to detect and ignore them.

That said, your change seems ok, not that I tested it.  You don't need
the "".
