[tex-live] reliability of ~/texmf in TeXLive and other distros?

OS X (or at least MacTeX) uses ~/Library/texmf.  However, you should be able to use

kpsewhich -var-value=TEXMFHOME

to find it on any system.  Also, I believe texhash/mktexlsr will ignore TEXMFHOME; at least on OS X, it's searched dynamically.
