Well, that's certainly a broken link since it repeats everything
starting with the /texlive.  But I don't get that result.  When I run
the 2008 install-tl, it tries to load (for example), the correct
http://mirrors.dotsrc.org/ctan/systems/texlive/tlnet/2008

You can give the -location
option to install-tl to specify an explicit url.  There's examples in
the help message (run install-tl --help).

Sorry, don't know if this will help, but I don't know what else to say.
