[tex-live] Charter fonts have different, but identically named AFMs.

Hello,

The files
   bchb8a.afm bchbi8a.afm bchr8a.afm  bchri8a.afm
exist in two subdirectories of texmf-dist/fonts/afm/: in both
bitstrea/charter/ and mathdesign/mdbch/ These files are not
the same and _neither_ set matches the actual fonts (PFB) in
type1/bitstrea/charter/. The UniqueId-s are different.

In windows, there is a third set of AFMs in tlpkg/tlgs/fonts/,
with matching PFB files in that same directory. Those PFBs are
identical to the ones in type1/bitstrea/charter/

One assumes that the mathdesign AFMs were used as source files
in the generation of the mathdesign TFMs and VFs, so perhaps
they shouldn't be changed, but surely the AFMs in
   afm/bitstrea/charter
should match the PFBs in
   type1/bitstrea/charter/.
Since the correct ones seem to be available (in tlpkg/tlgs/fonts/)
they should probably be replaced. Possibly also the TFM and VF
files in the charter package would need to be recreated afterwards.
