A (much) better to do this is:
    TEXINPUTS=/home/peter/work/Tex//:

The trailing : says "substitute the default paths, whatever they are".

And, FYI, there is no reason to ever use more than two /'s.

    TEXDIR=/usr/local/texlive/2008//

This setting is not needed or desirable at all.

    So, there is no reason for changing the .ini files at all.

I already did :).  It was a useful change because of the conflicts with
the binary names, in any case.  People have run into that on occasion.
