Because someone created an archive at a different place and someone
called
	tlmgr -location http://that.different.location/ install all-the-nonfree-stuff
and that does already work...

You only have to set up the archive, but that is in fact only a thing of
reading the scripts in the subversion repository, better using, not
reading.

So, as I have written already, yes it is possible. Not that WE (= TeX
Live Team) will do it. But possible it is.
