Those are the install schemes: when you run the installer, you can
either select your own collections manually, or choose a scheme. The
default is to use scheme-full (that is, install everything).

It's a scheme prepared by the French TeX users group. As every other
scheme, it is specific to the TL installer, so it's not surprising CTAN
doesn't know about it.
