[tex-live] tlmgr query

It looks like current version removes packages if it has instructions
to do so, not if they are not just missing; these instructions are in
the file one downloads from the server.

Because of this (I have tested svn versions for a while) some packages
which were removed from TL before I switched to removing version are
not removed. As a result there is a discrepancy between installations
even if they have now the same version of tlmgr.

However very few packages are affected.
