Yes, and the TeX Live torrent was created by an individual
user (me), not by a member of the TeX Live team, all of whom
are far too busy working on improving TeX Live itself to spend
time creating and uploading torrents.

Anyone with access to the ISO file can create and
upload a torrent, to any tracker to which they have
access.  If someone else would like to create a new torrent,
and upload it to a tracker that carries no dubious material
whatsoever, I am sure that TUG and the TeX Live team will
be delighted, and will link to it.
