It is historical and must be fixed in cooperation with the original
authors and CTAN.  TL's (main) job is to copy packages from CTAN.
Changing package names is highly undesirable and I don't want to do it.
(The packages which are named differently now are a source of constant
irritation and should be fixed, in the fullness of time.)

Me too.  I didn't invent it, I inherited it.  If the German
documentation translators agree (I'll ask), we can change texlive-ge to
texlive-de.  However, FAQ-ge needs to be renamed on CTAN, and I don't
know who, if anyone, owns it these days.

In the case of texmf-doc, I see nothing to be gained by splitting up the
packages.

Fabrice invented it.  As I recall, the main point was to have at least
some doc separated by language.

I can't argue that it is an absolutely necessary concept, but I don't
see that it's going to hurt anything to keep it, and changing it right
now would be extremely time-consuming, so I don't want to do it.

     But it contains, for instance:

All the instances you cite are maintained independently of the main
package and are, in fact, pure documentation.

    * How a user is supposed to find a translation for his language?

There is no good way and never has been.  Sorry.  Always more work to be
done ...
