These files should definitely end in bin, but I see no harm if they're
left at their original location, they don't even sum up to 1kb, and
they're part of every ConTeXt zip.

I know some users have added that folder to their PATH. Of course that
is not needed any more on a modern distribution, but it makes no sense
to make complications because of these tiny files. All that's needed
is to copy them to bin and package ConTeXt properly.
