This all seems normal to me.

I had forgotten that both mirror.ctan.org and mirrors.ctan.org were
defined to the same thing.  Our code only has special cases for
mirror.ctan.org; that's why you see the uwaterloo or whatever when using
that url.  I guess we should also check for mirrors.ctan.org, but
meanwhile, use mirror.ctan.org and be happy.

As for theoryx5.uwinnipeg.ca, that is Randy Kobes' machine where the
multiplexer runs.  The original request always goes to Winnipeg; the
purpose of the multiplexer is to return an HTTP redirect to the real
CTAN mirror.
