Well, for LaTeX's inputenc + CJK encodings you can try CJKutf8.sty (of
the CJK package).

This works just fine for me (using TeXLive SVN):

  \documentclass{article}

  \usepackage{ucs}
  \usepackage[utf8x]{vietnam}

  \begin{document}

  This is a test of Ơ (\horn{O}).

  \end{document}

Where's your problem?
