the html files on ctan are generated *for ctan* from the xml in the
catalogue repository: istm it would be silly to try to generate stuff
for texlive from the ctan html (or the sarovar html, for that matter:
both have all sorts of stuff hanging off them, though sarovar's href
pointers go straight to ctan).  we should construct a new variant of the
catalogue-generation script that points direct at doc files in the
texlive system, or at the files on the archive as appropriate.

of course, all the above is contingent on karl feeling moved to reverse
his decision for next time...
