not in the repository, it doesn't:

  <miktex location='hyperref'/>
  <texlive location='hyperref'/>
  <tetex/>

(note, in the course of filling in the tags, i also rearranged things
according to the dtd.  when i noticed...)

some time i guess i need to junk all those tetex thingies.
