[tex-live] kpsecheck.exe can't find tl90gs.dll, epstopdf.pl old version

Using texlivetest2007-inst-20070115 on Windows XPSP2 with a "standard"
ghostscript install outside of TL, running epstopdf, kpsecheck gives
an error popup for missing tl90gs.dll, but proceeds to use the
installed gswin32c.exe to create the pdf output file.

The texmf/scripts/tetex/epstopdf.pl file is old:  2001/03/05 v2.7
