[tex-live] Having a .fmt for different engines

This would be a good thing. For packaging context for Debian I have
created a script called ctxfmtutil which is not very intelligent, far
from what fmtutil is, but it puts the stuff into the right place, in
fact it calls texexec with the respective parameters to do this work.

It would be great to get fmtutil to this point where something like this
is possible, considering that context canbe run with engines like xetex,
aleph, pdftex, whatever, and all under the name cont-{en,fr,...}
