there are indeed two magyar.ldf files.  there's one in the babel
distribution, and there's a much revised and updated one (size 217599,
it says here) which has been awaiting adoption into babel for some time.

(the arrival of this sort of stuff, and johannes' failure to deal with
it, creates a problem for us working on ctan, as well for people
building a distribution.)

there's a large backlog of babel stuff -- several new languages as well
as upgrades -- french, spanish and hungarian, arabic, ...  :-(

what this means to tex-live i'm not sure, but i wouldn't be surprised if
what seems a "rogue" magyar package is in fact embodying the revised
.ldf rather than an outdated one.
